Ginny Marvin, ads product liaison at Google, confirmed during PPC Chat (on February 17) and via Twitter that standard Shopping campaigns will be supported for the foreseeable future.
Here’s a table that compares Smart Shopping campaigns to Standard Shopping campaigns.

Why do we care?
Standard Shopping campaigns provide a set of capabilities, controls, and data on which many advertisers rely, and knowing that they will remain available will be a relief, especially given Google’s recent removal of manual controls in so many areas.

In a sense, Smart Shopping campaigns are being phased out; they will be replaced by Performance Max campaigns between July and September. Because Standard Shopping campaigns are still available, advertisers will have access to this shopping-specific campaign type even after Smart Shopping is discontinued.
Smart Shopping and Local campaigns will be absorbed by Performance Max
As previously stated, Performance Max will be absorbing Smart Shopping campaigns this summer. Local campaigns will be added to Performance Max between August and September. Advertisers will no longer be able to create new Smart Shopping or Local campaigns once this happens.
To help with the transition, Google Ads will provide a self-service tool for advertisers who want to move their campaigns to Performance Max ahead of the transition window, potentially giving them more time for testing. Starting in April, the tool will be available for Smart Shopping campaigns, with support for Local campaigns following in June.
